In short, setting a delay in the config file causes upstart to hang on manual start/stop
and the server to hang when shutting down/rebooting, every time.

This will all become irrelevant in the near future as the need to "wait" in this manner will be unnecessary.

Delay option now removed as its redundant with new dynamic tuner support (fingers crossed).
