default tvheadend does not support transcoding ... but there is an experimental transcoding branch available from github that might work for you.

I was wondering the same thing; Transcoding branch is made to work with TVHGuide ( Android App), and settings in TVHguide set the resolution.
But I would also like to use it to watch lower resolution streams from a browser or VLC. I would expect there would be some options in the http request you can add or something to achieve transcoding, but there is no documentatio nabout this as far as i know.
More about TVHGuide is here:https://www.lonelycoder.com/redmine/boards/5/topics/1505?page=4&r=4530
But there was no definite answer there to this I think.
Alex.

The raspberry pi foundation have just announced support for MPEG-2, will require you to buy a separate license but its only a couple of pounds.
