All tvheadend settings/configuration is stored in/under the .hts directory in the home directory of the user running tvheadend (usually this is user hts).
SO you need to make sure that this directory is also moved/copied over to at le... Hein Rigolo

to get around this ... you need to hack tvheadend to just ignore the CA that was provided. (but not sure where in the code you need to do that)
But then you really need to know if the signal is really unencrypted.

I would think inactive is a correct status. If the card is not tuned to a channel I think inactive is the appropriate status.
Did you try to manually add a frequency and check if you can get the card to tune?
