Using Debian Buster 10.1 amd64 (with kernel 4.19.0-6), and tvheadend 4.3-1804~gebb096804~buster (from unstable apt repository).
Tuner used is:

tvheadend fails to scan all muxes using Atlantic Bird 3 pre-defined muxes.
I am able to scan with w_scan (using version 20170107 with command line: "w_scan -fs -sS5W0"), and watch/listen channels using vlc (with w_scan generated playlist).
Other software like szap and dvbv5-scan fail to tune too: status stays 00.
