Rotor *weirdness* when tuning is not complete

I've found this issue in two different occasions, but it might be related to the same thing:
- Sometimes, when a service is tuned, the rotor will go to the right position. Now if that channel cannot be properly tuned (for example, due to low signal), upon changing the channel the rotor won't switch to another orbital position.

- Other times, when epggrab is running on one orbital position, upon tuning a Service in another one, TVH will try to tune but not move the rotor.

I've tried to reproduce these with strange results, and I'm pretty sure the problem here goes back to using an orbital position with Low signal, once the dish is realigned everything seems to work fine.
