Automatic recorder ignores "Starting around"-time

Description

Hi all,

in the recent builds, but for sure in 3.9.742~gc8a392e, the automatic recorder ignores the starting around time - even if it is set to the exact starting time. No recording is added.
Furthermore, if you click into the field, the entries change. So if you click on "07:00" it changes to "04:20". This change only happens if you click in the field, otherwise "07:00" is still displayed.
