Web UI: Make tab list scrollable

There are a lot of tabs (especially in the configuration tab) in the Web-UI.
Depending on the resolution/browser-window-width some tabs could (e.g. timeshift) are invisible for the user.
The tab list should be scrollable or the tabs should be rearranged.

I already have plans to change this, I don't think I'll make it scrollable. My plan was to add an extra level of tabbing to the configuration (or something like that) so that we have less top level config categories.
