This is possible but I feel there is a buffering issue. I understand that this is tricky as the final size/length of the programme is unknown. However, when I try to shuttle forwards I usually have to do so in 5 second chunks, going beyond this results in a return to the list of recordings only to start again. Is there a proposed fix to this so that it mimics (grimaces) WMC? I hate WMC but it did handle this very well.

You need to ask elsewhere. Tvh is only responsible for providing a vfs
interface to the recordings. How they are played back is really down to the
media player (XBMC in this case I assume).

I just did a test.
My system is TVHeadend 3.4 running on Ubuntu 12.04 on an Apple TV Gen 1 (Thanks Crystalbuntu 2.0)
I started a recording, waited a few minutes. Started up Good Player on my iPhone 5 and found the recording in progress via the minidlna server on the Apple TV.
I started playback and hit the forward 30 second button and it worked. I tried it a few times and still no problem
I also played the file across the network using VLC on my iMac and it was able to step forward as well.
I think your issue is the player and server you are using not TVHeadend.
What are you playing the recording in?
