Services = 0, muxes awaiting initial scan not dropping at all

Hi,
I've been following this guide exactly: https://www.lonelycoder.com/redmine/boards/14/topics/4798
However, I'm stuck at #3 (Click “Add DVB Network by location”) - "Muxes awaiting initial scan" isn't dropping at all. Here is a screenshot. http://d.pr/i/cm1P
I have no idea what to do, and I have been searching online for hours for a solution. I've tried just about every DVB network (hence why number of muxes is so high). I live in Washington, DC area and use Verizon FiOS.
Here is my configuration:
- Raspberry Pi Version B
- Openelec 3.0.6
- HDHomeRun Prime with Verizon FiOS Cablecard
- Tvheadend 3.4
I would really like to figure this out so I can write a much more comprehensive tutorial on setting this up.

Muxes awaiting initial scan toggles between 498 and 499, services remains at 0. I'm going to keep trying...

Sigh... I give up. All I wanted to do was watch live TV through XBMC on my Raspberry Pi. I can do it with DLNA/UPnP but it keeps crashing. Very frustrating.
