error after new install: diseqc: failed to set voltage (e=No such file or directory)

I have setup a new ubuntu server and installed the latest master branch tvheadend. My card is seen ok, but when I try to configure the setup my channel scan doesnt do anything. Looking in the log this is the error I am seeing:
diseqc: failed to set voltage (e=No such file or directory)
I have a single source into each tuner and this is setup to the sat network with the full disecq box unchecked. The sat card is a TBS dual tuner s2 card. Any ideas how I can work out the issue here?

If it helps, I am using a TBS 6981 card - I didnt install any new drivers, just a clean 15.10 install and tvheadend and tvh saw the card - it just wont work with the error above when scanning.
I just tried to install the linux drivers from tbs and now the card wont even load!

funny, got the same error message with the same card. I am using a 2-port switch and pre-defined mux list 19.2E:Astra

solved it by installing correct firmware. saw it in dmesg output
