maybe a bug

i think i found a bug but before i report it i needed to hear you guys and girls.
the bug or problem that i found is on the port forwarding. i read that if i want to view the channel from outsite home network/WAN i then need to portforward 9982, but thats not 100% true. because when i only forward 9982 then it only allows me to view/show the channel list but will not play. tried with my android phone using tvhguide, IOS and windows laptop using VLC.
To view the channels i also need to forward the 9981, can that be true, because then im vulnerable for hacking attract or someghting else.
so my question before i report it as a bug, is that a bug or not.
im on version Tvheadend 3.9.2818~gf59c0bf

I suspect it depends on how you're streaming... from the wiki:
9981 - HTTP server (web interface)
9982 - HTSP server (Streaming protocol)
And from the online help for access control:
Streaming Enables access to streaming functionality for HTTP (web).
Advanced Streaming Enables access to advanced streaming function for HTTP (web) - like direct service or whole MPEG-TS stream (mux)..
HTSP Streaming Enables access to streaming for the HTSP protocol (Movian, Kodi etc.).
So I'd presume 9981 is used for HTTP streaming as well as HTSP

I'm using tvhguide to view the channels. But can I change the port so that its not using the same port as webinterface
