Freenas + Tvheadend Jail + Xoro 8100 SAT>IP server - TVH cannot find any services

Have installed Xoro 8100 SAT>IP server and can scan and tune channels using ProgTV Andoid app without problems. Port #4 and Port #3 on the Xoro 8100 have a dual LNB connected. Xoro LNB has one user per RF selected for LNB configuration.
Would like to add TVH + a TVH client.
Have done the following to add TVH jail to my Freenas:
1. In Freenas "Add Jail" called tvheadend
2. Open shell window in tvheadend jail
3. pkg update -f
4. pkg install "tvheadend"
5. pkg install p5-xmltv (=TV Guide)
5. sysrc "tvheadend_enable=YES"
6. sysrc "tvheadend_flags=-C"
7. service tvheadend start
8. in browser go to TVH; htttp://<my-ip>:9981
9. Set UI language and EPG languages
10. Add allowed network and users
11. The Xoro 8100 is automatically detected by TVH
12. Add Network (Astra 28.2E)
13. In TV Adapters assign new network to tuner #1
14. In Networks, Force Scan
All 83 muxes are scanned. I can see my Xoro 8100 being tuned in the frontend information of the Xoro webapp. The TVH Status > Stream shows signal strength when scanning.
However, I do not appear to add any new services. All muxes scan results say "Fail". No channel names are picked up.
Can anyone please point me in the right direction?

Reduced the muxes to just one valid one (Channel 4+1, etc.) for testing. Nothing I can see in the logs. Thought it may be a permission issue on the Freenas box, but the settings are saved OK to the TVH folder. Any advice anyone?

Ah! One step closer. Although scan result = "Fail", 12 services were discovered including Film 4 and E4.
Stream not playing in VLC, but will plod on and post an update.

Picked this up again after a few months. Still struggling.
Can tune channels from Sat>IP server OK in VLC>Open Network Stream:

Adding this mux manually to TVH does give me any services and just "scan no data, failed":

I meant "...does NOT give me any services"
A bit more detail:
When I scan the mux by setting it ACTIVE
I can see the signal strength in the TVH go to 100%
I can also see the Xoro 8100 momentarily tune the mux
But then it releases again and produces the log result with no services found
It seems I am close to getting this working and may need just one small setting.
Anyone?

I have not played much with satip, but maybe if you provide debug/trace logs somebody (or even you) will see something to indicate the problem.
