how to install it under mint kde 17.1 ?

i followed the wiki : https://tvheadend.org/projects/tvheadend/wiki/AptRepository
and even did it with the ubuntu 15.04 before the kde mint 17.1
what are the few things to do to get your tvheadend installed ?

What doesn't work? I've seen issues with Mint PPAs a few times with different applications, so it's probably that - something screwed in sources.list.
Mint 17.1 appears to be based on 'buntu 14.04 LTS (Trusty), which still has debs available for both stable (3.4) and unstable (3.9). There don't appear to be builds for Vivid, which is why Ubuntu 15.04 would fail unless you change the PPA to point to an earlier release:

finally i do not have understood so well...
first i edited the source.list with :
deb http://ppa.launchpad.net/adamsutton/tvheadend trusty main
after update and reboot , i had this message :
W: Failed to fetch http://ppa.launchpad.net/adamsutton/tvheadend/dists/trusty/main/binary-amd64/Packages 404 Not Found
W: Failed to fetch http://ppa.launchpad.net/adamsutton/tvheadend/dists/trusty/main/binary-i386/Packages 404 Not Found
few minutes ago , after rereading the second post , i added with the console :
sudo apt-add-repository http://apt.tvheadend.org/stable/pool/main/t/tvheadend/
but console says :
blacktv jc # apt-get install tvheadend

E: Unable to locate package tvheadend
beside that i installed kodi and a plugin with tvheadend , the plugin needs the tvheadend to be installed to function or not ?

Sorry, I've mislead you - those links were just as examples to show you what releases were available.
You want to use
sudo apt-add-repository http://apt.tvheadend.org/stable
And then edit /etc/apt/sources.list (or one of the files in /etc/apt/sources.list.d - it depends on how the source gets added). You're looking for a line/lines that look something like:
deb http://apt.tvheadend.org/stable/dists Rebecca main
to change it/them to:
deb http://apt.tvheadend.org/stable/dists trusty main
The one you originally added - http://ppa.launchpad.net/adamsutton/tvheadend - doesn't exist any more, hence your first 'not found' messages.
The second one you added - http://apt.tvheadend.org/stable/pool/main/t/tvheadend/ - is too far down the PPA 'tree', so it's effectively looking for http://apt.tvheadend.org/stable/pool/main/t/tvheadend/pool/main/t/tvheadend/trusty, something like that.
If you want to delete a repository, simply comment it out or delete the line from sources.list.
And don't forget to sudo apt-get update every time you finish editing the file, otherwise the changes won't get picked up.
If you want to try the unstable (3.9) version - many changes, but still in development - then simply change 'stable' to 'unstable' in the above.

Similar thread here, although it's because that person is using Vivid (15.04) versus your Rebecca (14.04 based), but the problem is the same: it's looking for the distro name, and only the following are supported at the moment:
Stable: Lucid, Oneiric, Precise, Quantal, Raring, Trusty, Wheezy
Unstable: Lucid, Oneiric, Precise, Quantal, Raring, Saucy, Trusty, Utopic, Wheezy

Yes. The Kodi plugin is the 'front end' - the bit that makes Kodi talk to tvheadend. But you need the full tvheadend software as the 'back end', i.e. the bit that talks to your TV tuners, schedules and manages recordings, and so on.

i started to use the web config page , it finds my two dvb cards : an hvr2200 for dvb-t and a tbs 6982 for dvb-s2 , both are dual tuner .
the trouble comes from the DVB scan files path
there is only one while i would need two..
may be you could update to use files created by kaffeine [that i use for watchinng sat ] or even pouchin tv mod program config : chaines.xml that is in users/xxx/appdata/roaming/pouchintv mod [ to get the right frequencies for vlc ] : http://www.pouchintv.fr/ a windows software

I'm not sure you're going about it the right way...
1. You can see the tuners - all four are showing
2. Go to the next tab, and define two networks: one for DVB-T and one for -S
3. When defining these, select the pre-defined muxes if they're available (and if they're correct, they aren't always)
4. On the first tab, select each tuner in turn and associate it with the relevant network
5. Scan for services (you might have to add muxes by hand if the data is out-of-date, and/or use autodiscover to find them all)
6. Map the services to channels.
So...
1. Adapters have one or more tuners
2. Tuners are associated with one or more networks
3. Networks have multiple muxes
4. Muxes carry multiple services
5. Services are mapped to channels
6. Users tune to channels

i try to made the steps ...with the dvb-t card
at step 3 select muxes : there is one for france [ where i am ] and one of the first is called : auto with 167khz offset .
if i select one and save and then reopen the box , the muxe i selected is no longer shown
in the muxes box i see the frequency + two others : the number with 167 khz added and one other with 167 removed .
in france the right value is with the 167 khz added
step 4 i wonder what i should do with the advanced setting : linked input : there are two tuner of the dvb-s2 card and one of the dvb-t + one with iptv beside not linked .
beside that i do not find automatic scan
i made it again with the dvb-s2 , then again i did not found the automatic scan
i wonder what is the network discovery option ? or it is for iptv ?

Network Discovery is the process through which tvh looks for muxes on the defined network. You want that enabled.
Linked input is a specific workaround on some dual-tuner cards in which using one tuner will lock the other unless they're both woken up together.
Muxes, I can't immediately help with - if you have the right muxes, or can discover them, then you'll be fine - having incorrect muxes defined won't harm, and you can always delete them afterwards.

does it mean network of the pc : the card setting i created , or it can be a tv card on the network aka lan...
muxes seems to be the channels , i have plenty for the dvb-t card - network , only one for the dvb-s2
for the muxes , you should try to use loading files , where i my home is , i get a lot of channels [around 90 with w_scan , right now in the morning ]
the file tnt full is the resulting file , i would have use it to select muxes but your max is below 600 while frequencies i get are below 800 so there is a big range missing
the quality of them depends a lot of the weather , by the way i am obliged to edit by hand the resultings scan .
with dvb-s2 it is even worse with satellite having more than 1 k of channels and soon 2k channels , so a selection file will be needed , also because there are a lot of parameters to use
i tried to use w_scan for dvb-s discovery but the console failed with message :

for tnt it was : w_scan -f 1 -c FR -L
it did not made any files but showed the file content on monitor so i used a copy and paste to create file....that vlc is not able to read because he use first dvb tuner that is dvb-s ...
may be you know the setting to add for vlc to use the right tuner and card ?

You're perhaps right with 'network discovery' - it means 'explore the transmitting network', but it should really be 'mux discovery'. The difference between explorer le réseau and recherche pour le réseau.
Muxes are not channels. Well, they are, but not as we think of them - muxes are carrier frequencies, the old analogue channels that now carrier multiple digital services on one frequency (multiplexed together, hence mux). So you shouldn't have 1000 muxes: I have 147 muxes on Astra 28.2 DVB-S2, carrying 1706 services which are mapped to 1006 channels. Some channels exist on more than one service; some channels aren't mapped because they're encrypted. So the names are deliberately specific.
You can add muxes by hand if necessary... you can start with an empty list, then add a couple and leave it overnight (with Network Discovery switch on, or even use Force Scan in the Networks tab). If you get the values from a scan file, or the internet, or from a TV with a DVB-S tuner, then it should give you enough to get one mux up and running - after that, the rest should be found automatically.

i was able to scan the two dvb cards , with the use of >> , i created the right files without having to cut or paste .

i paste the first lines of the console that shows the FREQ (177.00MHz ... 858.00MHz) that can used so your next update will have the right settings for france ;']

may be like vlc you could use programs instead of muxes or even multiplex as a more easy to understand option .
i think your "force scan" does not work with my setup because the option or setting of the right "adaptater*" is not add-able to the current config so like i saw with w_scan ,it searches dvb-t programs with the dvb-s and "vice-versa" .
beside the scan , that should be a good idea to make tvheadend able to use some files having a list of channels that user like . may be based on the vlc xspf format . i mean that tvheadend could be able to edit/export the list using the web interface http://localhost:9981 , later a pool system based on viewers could also be added to help the selection of the good channels .
as you do a webserver , may be some direct link to website like lyngsat : http://www.lyngsat.com/ can be useful to check new channels for dsb-s , for dvb_t that could be : a tv guide annoucing what is broadcasted .

Please log a couple of feature requests with your thoughts... they're less likely to get lost.
The scan tables are downloaded from linuxtv, I believe - they're certainly not built into tvheadend. So if the data is wrong, that's where it will need to be fixed...

tables are a good idea , vu+ blackhole forum is very active and satellites files are updated .
problem is that satellites are not always sending "to all"

i think the gps postion should be added to the tables of satellite to help finding what channels of it , can be watch . but a scan is still "mandatory" to check the "results of install of antenna" .
