Spam attacks

Why is this forum in particular so sensitive towards spamming and unwanted advertising and what can be done against it?
Todays (29.10.) spam attack about "Obtain Driving License" was sent by an user who registered already one month before, so I imagine it was not a bot as I suspected before, but a real person (?).

There are a number of new spam messages, the last in this thread for example: XBMC TVHeadend client and DST changes
Sadly is there not easy way to report this to the admins.

I'm trying to delete them whenever I see them, but unfortunately sometimes I seem to miss some.
