Tvheadend v3.0

This version of TVHeadend includes a lot of changes that have been added since 2.12.

The main reason to include this release is for posterity, as the project enters a new phase of development we wanted to put a stake in the ground to show where the new development begins and to provide a reasonably stable build that people can use in place of 2.12.
