You could use the SAT-IP functionality for that I think.

If you subscribe to all PIDs on SAT-IP you should get exactly that: A stream passing through as-is, just with descrambling. Or what is modified in that case?

If i cant descrable or if I don't want?
Minisatip can do stream encrypted stream, I guess and by standard can do that.

SAT>IP is fully transparent to free-to-air and encrypted broadcast signals where traditionally the decryption takes place in the client device.

Then it will be passed through encrypted. Tvheadend decrypts if possible and if not it passes through the encrypted stream.
