Tvheadend

As my SAT>IP box cannot handle high numbers of PIDs well, I need to limit them, so that the switch to pids=all is done early.
When I limit them to e.g. 10, I can see at my box that only 10 are used. When I set them to 12, all of them are used on the same service.
But shouldn't this actually cause a switch to pids=all? It seems that PIDs get cut and the switch to all is not done correctly.

This causes audio and video issues in some situations (e.g. on ASTRA, ARD HD and SWR HD from the same transponder)
