I have the same issue, but the trace don't show relevant info. If you add a new mux to a iptv network, sometimes the status stay in "pend" and the trace don't show any info, but if you restart the service, the scan completes and the trace shows:

mpegts: Test Mux in Pruebas - tuning on IPTV #1
2018-03-01 14:39:53.098 subscription: 0001: "scan" subscribing to mux "Test Mux", weight: 5, adapter: "IPTV #1", network: "Pruebas", service: "Raw PID Subscription"
2018-03-01 14:40:08.479 mpegts: Test Mux in Pruebas scan complete

But other times if you add the mux, it finish with a complete scan succesful.

You may use wireshark / tcpdump to see what tvh requests through the network. The mpegts trace should print, if something is received through the network or if there's a subscription problem.
