IPTV limit double/not respected

Description
Just upgraded to tvheadend_4.3-1117, from 1090, seems the IPTV input streams limit is not respected - I had/have it set to 3, when running a scan on 1117 I saw 6 scans in the Status.
Will collect more data later, when (she) rescinds the remote.
Oops. I forgot to restrict the limit per input. The new code creates multiple input threads so the network limit is per thread. You may set number of IPTV threads to 1 in the base config to keep the previous behaviour until I resolve it.

The option is a checkbox, not a number that can be changed!

- % Done changed from 0 to 100
