support stream reconfiguration for libav/mpegts muxer

We are having issues with tvheadend 4.3-347 where the stream quits with a message muxer reported errors.

The machine has TBS 6590 with CI cards installed, and via IPTV (HTTP) the channel is streamed to another tvheadend for local distribution.

At random, the machine with DVB-C cards reports the following error:

The signal on the card shows as SNR 36db and strength 33dbm. Transport errors within 24 hours show roughly 70, and continuity errors are about 2000.

I am not sure if this is a tvheadend issue or TBS driver issue. Anyone has issue with this? I have DVB-S tuner cards from TBS but they have no issues disconnecting like with DVB-C TBS 6590.

My wild guess is that the signal is sometimes interrupted or bad and the muxers are not able to go past that and just quit. Restarting the stream works again, but within an hour this can happen 15-20 times (40-60 seconds downtime).

Further, I am not sure why tvheadend IPTV mux stream does not reconnect but it just says not available. I am forced to setup the stream profile to restart in order to reconnect. There should be e retry when the source fails.
