Add Opus codec for audio transcoding

I think it would be nice to add (or at least to the TODO list) support for audio encoding with opus codec for a few reasons:
1 Opus is Open Source 2 Near all browsers support it (except from safari i think ) 3 Opus sounds better at low bitrate than vorbis or aac 5 it represents the state of the art audio codec for this times.
As always thanks for your hard works to all tvheadend 's devs
