higher priority channel did not kick lower active channel to record

Description
I have a 2 tuner HDHomeRun setup. so at 7:00pm, 2 channels start recording with a priority of Low. At 8:00 2 other channels try to record with a priority of Normal and have the error subscription: 002C: No input source available for subscription. It should have kicked the low priority channels in favor of the higher ones. Here is my setup.
I have a single IPTV Network setup with Max 2 channels. All Muxes with a priority of 0 are tied to this one network where the URL is defined for each channel. Each Mux is tied to one Service with a priority of 0. Each Service is tied to an EPG Channel. I then ran a test as stated above and the higher priority recordings did not kick the active lower recording as indicated in some of your literature.

Although it may be accidentally resolved when the very complex issue 3732 is finally resolved, this issue is not directly related. The other issue is associated with having 2 IPTV Networks and the problem is the Ping-Pong that is occurring between those two networks. Mine is much simpler. I have only one network and it has 2 tuners. All items are tied to that one network. I have the network polling disabled as compared with 3732. So, it is not very similar, but again this issue might get fixed when that one is resolved. Normally, when a issue like this happens, the issues should be related to each other issues but not make them duplicates. That way, if the other issue is resolved, this one can be tested and see if it is also resolved.
