Description
There is hardcoded minimal time until tvheadend decides if the mux is fine (approx. 10 seconds for the standard DVB-S/S2). But if all tables are scanned (PAT/CAT/SDT/PMT) correctly, tvheadend can finish the mux scan more early. Improve this.

My mistake - the timeout is just a side effect that some unwanted grabbers like PSIP are installed. I need to debug this more.
Is it possible, if more then one tuner have same network, not to repeat scanning done by other tuner.

TVH 4.x does have only single network database per position, so this is not an issue for those versions.
