closedscanning on DVB-S hardware (two different tried) not possible ("scan no data, failed" )

Description
I am fully unable to scan with tv-headend and this also make it impossible to use tv-headend.
First it didnt worked with a cx24120 card as reported here: https://tvheadend.org/boards/5/topics/21653
Then after i didnt get any answers after i answered that i have installed the firmware file for a month i didnt knew what to do. I bought a second card. Other chipset, other driver.
Problem stay same. I went into #hts freenode channel. mpmc and ckw showed me how to enable additional debugging information.

Additional information:
MUX seems to be fine. ckw confirmed that and he is also using astra 19.2 . I setup everything with default values with the wizzard.
VDR is working fine with the hardware (both cards). Direct connection to the dish. Also a cheap OEM receiver connected to a tv works fine on same cable.
I have simply no idea what to do. mpmc told me to open here this issue and wait for perexg to help out.
