Bouquets - add support for m3u / xspf playlist (file:// and http[s]://)

Description
We miss the support for the playlist to allow more easy stacking with other servers (including other tvh instances). Also, SAT>IP protocol defines rtsp:// based m3u playlists.
The URLs from the playlist should be imported to the specified IPTV network.
