Just compiled TVHeadend from git repo, and when I run it with either the -C or --firstrun command, previously you would be able to access the web if with no login requested. Now you are requested a login. The only way round this now seems to be to start TVHeadend with --noacl (to remove access control) and then create a user. I think blank users are still prompting the login?

Ah - this may have been caused by me running XBMCBuntu - which appears to create a default user and login? -C / --firstrun should still ignore these though shouldn't it?

No, -C only has an effect if no user exists. Use --noacl if you want to completely disable auth checking.
