Manually edited service descriptions get overwritten, even with use of pmt disabled.

Description
Background: certain providers do not announce scrambling, i.e. encryption, (Free_CA_mode: 0 (0x00) [= unscrambled]) where in reality there is scrambling. The CA services in Tvheadend check against tid, sid, and caid to become active. After editing a service description in the database, to contain proper caid info, and disabling all automatic processes that can be disabled (initial scan, background idle scan, use of pmt) the service can be watched for a while. But gradually Tvheadend overwrites the edited entries with entries that assume unscrambled again. One than has to manually write the edited entries back into the services folder.
It would actually be quite handy to have the means to
1. edit from the services table those elements in a service definition that relate to scrambling; to be able to add a 'type CA' stream and to include caid info there
2. to have a blocking flag that prevents Tvheadend from overwriting under any circumstance such special manually entered service definitions.

If the info is not properly reported in the PMT then its broken and will not work with TVH.
