ATSC is not getting all channels

Description
I am using an hdhomerun and had tvh scan every single Mhz in 1 step increments and I also used what I got from w_scan.
I know the stations are unencrypted because I can get them through the hdhomerun-config tool.
I can provide logs, I'm just not sure what you need.

I've just thought, what network is this?
Could it be related to the fixes that Cub69 has been working on (on github, see PRs).

I want to clarify: It finds all the stations, but has no way of saying that it is an unencrypted service, and so they get lost in those. If you can figure out the frequency on your own you can add them and they work. It is really a UI problem and not a tuning issue.

So it finds the muxes/services but won't map them because it thinks they're encrypted, but are in fact unencrypted? Or have I misinterpreted that?
How come it can't tell that they're unencrypted? Is NA using something non-standard to specify whether or not they are?
Does the patch to map all services (even those currently unavailable - adapter config option) help with this?
Sorry shooting in the dark a bit here, trying to figure out what the actual problem is.

This sounds like yet another instance of dodgy data in the DVB stream (too many reports of this in relation to HDHR to count!).
There is now an option to map all channels regardless of the CA settings, whether this helps or not I do not know. But I'm not sure what else TVH can do about this, it will believe what the DVB stream says.
