Removing tuner results in tvheadend crash

I am using tvheadend and a tt-3600 tuner on my synology nas and i really like it.
Since my tuner needs around 6W in standby ("Turn off LNB when idle" / "Close device handle when idle") i usally remove the power supply when it is not needed.
I have the following feature request:
1. Tvheadend is started with no tuner present. If i plug-in the tuner, tvheadend should detect and access it at runtime.
2. Tvheadend is running with tuner present. If i remove the tuner and somebody tries to stream, tvheadend is crashing. It should just fail in accessing the tuner instead of crashing or stream a static image with something like "No tuner present/free".
I dont know how hard this would be to implement. Just some wishes.

Yeah its a well known problem that TVH doesn't deal with dynamic tuners very well. It assumes that they are present at startup, that it has sole access (unless you specify -a to limit which tuners it uses) and they never get removed. Clearly this is fine for PCI* adapters, but not necessarily for USB.
Feel free to submit an FR, however can you please scan the existing set first just in case someone has already listed this.
Andreas and I are hoping to revisit much of the DVB framework at some point.
