tvheadend does not find muxes dvb-c

Hi
running tvheadend HTS Tvheadend version 4.2.8-36~g5bdcfd8ac on Ubuntu 20.04
no predifined muxes
in tvheadend I defined in settings general:
scan path: /usr/share/dvb/dvb-c
after:
sudo w_scan -fc -c DE looks like files are there

but I can not delect predefined muxes. no entry in pull down?
What am I missing

and why noy use default dvb-c with all frequency's?
if you want to do it hard way:
download and compile w-scan2
w_scan2 -f -c x > initial dvb-format-convert -I CHANNEL -O DVBV5 initial de-City-Provider
put in tvheadend
cp de-City-Provider /usr/share/tvheadend/data/dvb-scan/dvb-c/
and restart TVH
