Transcoding from H.265 to H.264 - for old TVs

In our country started new DVB-T2 with HEVC, so many old and not to old TVs don't support it. I need to convert signal received from DVB-T2 with H.265 to IP out with H.264. Everybody doing conversion from H.264 to H.265 but I need to do opposite. Which HW to use for this purpose and for about 12-14 channels ? I try to set this on new Rasspbery PI 4 4GB RAM and tuner DVB TV yHAT, for test just for one channel. I record stream from DVB-T2 signal and upload it to wetransfer, here is the link where you can download it for test https://we.tl/t-rZIGnXJnaE . For any help I will be grateful. After transcoding I will use IP stream for input to QAM or COFDM modulator.

Take newer Nvidia GPU or Intel CPU with GPU and do that with FFMPEG.
