TBS6514 DTMB Quad Tuner PCI-E Card

I am not an IT expert, and only buy laptops for myself and family, so mainly use USB attached devices,
but I am interested in this card for DTMB and no familiar with PCI-E Cards/slots.

Does anyone over her have a TVH streaming PC with any other PCI-E TV card in it, if so what is the Form Factor of that PC?
What would be the smallest PCI-E PC I can get to fit "1" of these in for headless setup?

I have experimented with RPi, but that has not been working well with large number of attached USB DVB sticks,
so purchased Dell OptiPlex9020M that is great, with ssd/hdd inside and all USB ports, and wanted to build DTMB
PC for a friend that would be as small as possible similar to 9020M .......

There is a, full-height bracket (115.95 mm (4.56496″)) and low-profile bracket (79.20 mm (3.11811″)).

So description mentions that the card has 1* low profile bracket

so that is 79.20mm, looking at OptiPlex9020 Series

that card would fit:
All-in-One (AiO) - Should fit here, but no info on the slots available, but the PC will be huge probably
mini-tower (MT) has 1 full height PCIe x16, 1 full height PCIe x16 (wired x 4), 1 full height PCIe x1, 1 full height PCI (so this should fit "*3*" x full-height PCI-e cards, and "1" x FULL HEIGHT older PCI card, right?)
small form-factor (SFF) has 1 half height PCIe x16, 1 half height PCIe x16 (wired x 4) (so should be able to fit "*2*" of the PCI-e cards?)
ultra small form-factor (USFF) has 1 miniPCIe connector (so only the TBS7610 DVB-C TV Tuner PCIe Mini Card-Digital Cable TV on PC would fit?)
micro (M) - no PCI-e/PCI/miniPCIe connectors .....

And what does the PCIe x16 (wired x 4), PCIe x16, PCIe x1 mean?

So I am looking for the smallest PC that has low-profile | half height PCIe bracket, right?

You can take external usb3 PCI-E case for AiO case.
