Terminal Mode : How to make changes active without restarting tvheadend

Hello,
I am trying to mirroring the tvheadend system into a new computer.

In this scenario, let's say we just want to add a new user into linux B via linux A

Linux A:
Tvheadend installed
A new user:pass account has been created via "admin panel"

Linux B:
Tvheadend installed
The new user:pass account file has been grabbed via ssh automatically. I do not add it from Server B admin panel.
I can see the file in Linux B computer, under the related folder. But the problem is that it is not showing new user at admin panel.
After restarting TVheadend, that is okay.

Is it possible to make such changes active as soon as it is done, and without restarting tvheadend from terminal?
Maybe the question is about users and permissions.

Hello Saen,
Yes, cloned all the things with chown and chmod .
I checked channel names and channel id with diff command. Both are the same
