What OS do most people run Tvheadend on?

If you want to run it on a headless server, I can recommend Openmediavault - easy to set up/manage and very lightweight.

So you mean Debian Linux? :)...
Is Tvheadend available as a plugin?

Yes - exactly that, a minimal install version of Debian with a web interface.
Unfortunately, whilst there are lots of useful plugins for it, they have yet to develop one for TVH - though there have been discussions about it.
To tell you the truth, as TVH is managed by a web interface too, a lack of plugin is not much of an issue once everything is up and running.

In answer to my own question.... No it's not

You also need some firmware for TV dongle... in my case I managed to find dvb-demod-m88ds3103.fw but not sure where it should be copied...

If you want to give Debian at go I wrote a guide for running it as a Hyper-V Virtual Machine on Windows 10, that way you can test setting up the os and config TVH just to give it a spin and touch and feel before running it on whatever hardware you later select. Depending on whatever hardware and tv tuner, maybe LibreElec or OSMC might be good for you.

Thanks. I wish I had read that yesterday, particular the bit about installing Tvheadend on Debian, but I've done that now, and it probably took longer than your suggestion.
I'm not a Windows user so running in a VM under Windows is not something I would attempt.
I have it running now, so will concentrate on how to actually configure the program.
There are over 1800 services and I'm trying to work out how to group them into various categories... once I've figured out how decryption works.
