Issue with WinTV PCI-E QuadHD - different ATSC frequencies on adjacent devices locks up

I've encountered a very interesting issue that's taken some time to troubleshoot.
What I've concluded is as follows.
I'm running Ubuntu 16 and Tvheadend with a quadhd PCI-E tuner by Hauppauge.
I can watch as many channels as I want on the same frequency... e.g. 3-1, 3-2, 3-3, etc., without incident.
I can watch one channel as long as I want, without incident.
I can watch TWO channels on different frequencies on Tuner instances #0 and #3 indefinitely, without incident.
However, if I attempt to watch, say, WCAU and WPVI, and they land on #0 and #1 adapters, it works for about 40 minutes, then freezes. This happens whether I'm using Kodi, downloading the m3u into VNC, or using the embedded player from the EPG screen.
I'm wondering if there's some relationship between each pair of adapters? Or perhaps if I'm missing something in the software configuration? It's the type of problem that's very difficult to find someone else experiencing.
Any help/advice would be greatly appreciated.

ATSC in with very limited world usage only 3 country's.
I have DVB-C/T version.

Hello. I worked with Brad, and he was very generous with his time and advice, but driver changes do not seem to have resolve the issue.
Consistently, watching different frequencies on adapters 0/1 or 2/3 simultaneously locks up in 1 to 40 minutes. Also consistently watching different frequencies on any other combination works fine. In my research, I've seen people report that this card is actually two dual tuners bridged together. It comes up as two PCI devices, which seems consistent with that.
Has anyone experienced this, or does anyone have any ideas?
