ATSC: Some channels get "no signal" but not all

I've got all channels that my TV can receive setup as "services" but some of them don't work. If I start the channel, it waits a few seconds then says "no signal". It seems to be related to the real channel, but 18.1 doesn't work, and neither do 18.2, 18.3 nor 18.4. Also strange is that the EPG is being received, but no audio/video.
I don't know what it is about the real channel that's flawed. Real channel 25 works fine but the 18.x use real channel 23.
Other than that, I see this in the log:

I'm running Raspbian Stretch and Kodi 17.6 on an R.Pi3.

I doubt it. Don't they all used MPEG2? I have a license for that, which is why I am able to get at least 1 channel.
