Can't get all the "muxes" on ATSC

I didn't have a problem using 4.0, but now that I'm using 4.2.4 getting it to find all the local TV channels is difficult. I've selected all the "pre-defines", and it can get most of the channels, but not the only one I'm likely to want. For instance, there's a very strong channel on real channel 25 (537250 kHz). How do I get it to find the stragglers?
I'm running Raspbian Stretch on a R.Pi3, and installed Tvheadend using deb packages.

You can manually add a mux for any frequency you want.

Unfortunately, I never know how to do that. The frequencies are always different from what I expect and this try didn't work.

You usually need to enter the center frequency.

Actually, a mux w/539028615Hz as its frequency showed up and the corresponding service appeared. I don't know why I can't find 2 sources that agree on what a channel's frequency is. Thanks.
