Scan fails on PixelView Hybrid ISDB-T Tuner

I'm using an amlogic s802 box with libreelec 8.2rc3 installed and its running tvheadend 4.2.3-20 as a service addon. It detects my tuner as a "Fujitsu mb86A20s", i added a network with my region pre-defined muxes but all of them fail to scan. I've tested the tuner on a windows pc with the same antenna and all the channels work fine.

Here's the log I got when scanning a channel:

any idea what could be happening?

Delete predefined muxes and add them manually.

Same result. With everything on auto and setting the frequency manually it chooses 5mhz bandwidth (6 should be the correct one). I also chose ISDB-T as the delivery system.
