In general, you can't. Tvheadend is not really a general media server.

For the type of media server you are looking for, you should look into ffserver, which is geared for streaming existing content rather than live TV streams.

(Technically, you can probably create a channel, then manually create DVR log files that point to your existing media files, but that's a lot of work for something best suited to other purpose-built software.)

i need to system for hotel ( iptv for hotel ) to play :

1.satellite TV Show .
2.local TV show .
3.play movies and music .
4.users can play game with each others from two separated rooms .

That list of features is quite beyond the scope of Tvheadend. You are looking for something that is quite different than what Tvheadend is actually for.

For your listed use case, what you want is most likely only going to be served by a commercial package that caters to the hospitality industry, or a custom package and collection of software that would need additional integration. Because of the sheer amount of configuration that would be needed to get all of those disparate parts together, I doubt there is a single project that offers it all.

As I previously stated, for different stream types/bandwidths of prepared video files your best option is ffserver. Another option may be the different projects from Videolan, such as DVBlast, multicat and biTStream.
