Tvheadend

Hi,
I want to make my own IPTV Streaming server,
The problem is Its too hard to find hardwares that compatible with windows and also good for budgets!
I already have a Pinnacle BTI ML-1 94V-0 But im not sure if its work with linux :(
I need to stream about 80 channels on 15 different Transponders! so this means I need at least 15 different Tuners!
And have a plan to transcode channels, stream them to my main server in DC and restream channels to end users!
But there is a thousend cards (DVB-S2) that they work on windows and compatible with ProgDVB and Prog Media Server!
The problem is it seems Prog Media Server cannot transcode streams! so I need a transcoder between my source servers and main server in DC!
So I need to know is it possible to use TvHeadend as the Prog Media Server streams transcoder ?
And is there any Compatible Hardware List for TVHeadend ?

And one more Question, Is it possible to use Sat->IP servers instead of Tuner cards with tvheadend ? and if yes how can I know which Sat->IP servers are compatible with TVHeadend ?
