Multiple Channel Tags to one access entry?

I want to add multiple channel tags I have to one user eg: childs access entry has the tag "Kids" but I also want to assign "BBC"

You just need to add the channel tags to the relevant user. Click the 'Edit' button for the relevant user in Configuration > Users > Access Entries, scroll down to 'Channel tags' and add the tags to the user. That user will then be restricted to channels with those tags.
