Am I right in believing this is not correct, and that these settings apply only to live streams?
Yes live streams only, but can be used for recordings too, it's just done during recording of the live broadcast..

Right... so perhaps this is worth re-wording. Is there a way to file a "bug report" on that?

It's hopefully going to be replaced by the docs included within tvheadend at some point, if you really want to report it, open an issue on git for tvheadend-documentation.
