Can't scan a DVB-S2 mux in 4.0.8 that could be scanned in 3.9 version

I am trying to rescan a DVB-S2 mux under TVHeadEnd 4.0.8 that I had previously scanned in under TVHeadEnd 3.9 and on which I can still receive channels with no issues at all, but for some reason now when I set the scan status to PEND and save, the scan result is always FAIL. As I mentioned the scan worked in 3.9 so now I am wondering what changed. The tuner card is a TBS6991SE and the parameters for the mux are:
Enabled: checked
EPG Scan: Disable
Scan Status: IDLE
AC-3 Detection: Standard
Delivery System: DVBS2
Frequency (kHz): 3740000
Symbol Rate (Sym/s): 30000000
Polarisation: V
Modulation: QPSK
FEC: 5/6
Rolloff: AUTO
ISI (Stream ID): -1
PLS Mode: ROOT
PLS Code: 0
Character Set: (not selected)
Pilot: AUTO
I am sure the settings are correct, except for the last six which I just left at the defaults because I have no idea what they are (they weren't set in 3.9 either). All I really want to know now is whether there is some reason this mux might have scanned in with no problem under 3.9 but fails to scan at all under 4.0.8. I am getting a good strong signal so it mystifies why suddenly the scan fails. I have had some issues trying to scan other muxes also, but until now thought I just wasn't receiving anything, now I am starting to wonder if it's been a problem with 4.0.8 all along. Has anyone else experienced anything like this?

I could be wrong here but I'm pretty sure you're missing an extra zero, on 28E (I'm sure 19.2 is the same) all of the mux frequencies are 8 digits in value..

It's C-band (big dish) so that frequency is correct. Please keep in mind, all these settings worked in 3.9, and still are used to receive channels on the mux that were previously scanned prior to installing 4.0.8.

Thanks, but sorry, no. This is a plain old linear C-band LNB, which is nothing at all like what's being discussed in that thread.
