Editing from linux terminal

There is any way to add users in access control and password folders through the terminal in Linux?
I'm creating an app to add users in TVH. I'm looking for options.

The only way is to edit the files but you'd have to restart Tvheadend once you've made the changes.

I can create an account from the terminal successfully but only once I couldnt do it again.
