Any idea what this means? Presumably that the user running tvh does not have rights?

Yes, the default tvheadend deamon user is "hts" who can't mess with the system Time. edit /etc/default/tvheadend and chenage the User to "root" (warning, may be a security risk for the Website)

Makes sense. OTOH it should not have to as the machine takes time from NTP.

Yes, but the DVB time is a few secs/mins(?) around the NTP time, so that your recordings will start a few moments earlier/later. I don't care about a few seconds that my server may gone wrong because of the DVB time, I got no other service running that is so time-based as tvheadend is, so I enabled it for a better recording experience.
My tvheadend web is not accessible from the internet so thats fine with the security.
