IIRC TBS's driver will only let you use one driver, So you either have to pick DVB-C or DVB-T, you can't have both unfortunately (not with TBS's drivers anyway :p).

You need to run the script in the ./v4l directory of the drivers to pick the dvb system you want. (tbsx64_dvbc.sh or something, grep the dir..)

I've updated my reply, run the script make sure you do a 'make clean' first though.

Now I can watch my TV cable Annex_B in my PC Tvheadend is the only software can tune annex_b in my experience.
