Finally i found a version of tvheadend that if scan the satellites 110 and 119 this version is 3.2. Request to developers tvheadend consider fixing the detection problem in satellites 119W and 110W in future releases.

The simple answer is 'it's not tvheadend's fault'. The carrier data (DVB-S, -T, -C and ATSC) is downloaded from linuxtv:
http://git.linuxtv.org/cgit.cgi/dtv-scan-tables.git/tree/
... and it seems that neither 110W nor 119W are there.
Now, why they aren't there and why 3.2 works, I can't immediately say. I know the way in which the tables are downloaded has changed, so perhaps 3.2 is picking up some old data or perhaps discovers it versus using a lookup; further, though, I don't know why these satellites wouldn't be listed on linuxtv, unless they're perhaps analog and not 'real' DVB?
