TV Server - Hardware?

I want to change my configuration from Win7 and MediaPortal TVServer to Linux and TVHeadend.
On that system should also run:
-FHEM
-Owncloud
-OScam
Which combination of OS and hardware is recommened?
Would be nice if the new server is loudless and need less of power ;-)
As DVB-S card i would take a TBS PCI card.
The system should serve 2-3 clients, records and timeshift of course.
Also i would like to plug one USB3 Harddisk to it. So i can use this as NAS/Movie-library for my clients (Kodi/MediaPortal) and watch movies.

I personally would use Ubuntu 14.04 LTS.
I've only used TBS cards as they've generally been cheaper, but others may recommend different manufacturers.
If you're serving 2-3 clients at the same time you'll want multiple tuners. Probably better going for a quad tuner or 2xDual tuners.

What would you suggest for the hardware?
CPU, Ram, Mainboard? I do not know the requirements for a Linux and TV streaming :-(
2x Digital Devices Cine S2 or TBS 6982 with dual tuner will be the goal :-)
