Got Muxes but no channels - Twinhan VP7045/46 USB DVB-T

I've been trying to figure out how to setup live tv on my Raspberry Pi using tvheadend.
I've bought a stick that is supported according to linuxtv.org. It's called a Digital Rise Tiny USB 2 Ter beetle and driver is supported in kernal. since 2.6.13. Hardware Zarlink_MT352 and firmware is VP7045-01.fw.

I have downloaded the code with the following command:
cd /lib/firmware
sudo wget http://www.linuxtv.org/downloads/firmwar...7045-01.fw /etc/init
When I plug it in, under tv tuner it says it's a Twinhan VP7045/46 USB DVB-T.
I scan for muxes and it picks up 5 of them. It scans them but says 0 services and I can't map them. Under the multiplexes tab I can see the frequencies etc and they match up with what they should be according to this site: http://www.ukfree.tv/txdetail.php?a=SX531555
I know I'm getting a good signal as have plugged the Arial lead into the tv and tune all the freeview channels. On the tvheadend it says signal strength 0 and a high bit error rate:

Have a go at using DVB scan tool and see if that can find any services. if not then try it in windows to see if the device is working. if that works then it's the firmware/drivers.

is the DVB scan tool part of tvheadend or is that something seperate? sorry im a bit of a noob when it
