OTA EPG not populated, missing services

New to Linux and TVheadend, and missing a couple of basic concepts (I think). I have been trying and searching for over a week now, with no solutions to the following issues.
My setup: Ubuntu 12.04, Hauppauge WinTV-HVR-2250, receiving ATSC OTA from antenna (DC area, if that matters).
I am experiencing 2 issues:
1) I have setup the EPG for OTA (EIT), but nothing populates. I have assigned names to the channels, I can watch them in XMBC, but never get any EPG info for anything ever. I have assigned channel names somewhat randomly - do the names matter if I am just looking to use the OTA EPG info? Side note: I cannot seem to play anything from the UI - I get the VLC window, but video never shows, even though I can watch any of the channels in XBMC. I have tried enabling/disabling all the other grabber options in about every configuration I can think of, but still nothing. What am I missing or not setting up properly?
2) The first frequency that appears in the MUX is 177028 (RF channel 7), though I would have expected it to scan the low-VHF as well. More importantly, I am certain that there are at least 3 services at 177 that are not being discovered during the scan. I have 40 services that are discovered, and over 30 of those are watchable. Channel 7 should be one of the top 4 channels for reception (ABC affiliate). Any thoughts on why this isn't being picked up?
Any help for a newbie is greatly appreciated. Let me know if there are other data points needed to help me diagnose these.

UPDATE:
So by using the 2nd tuner on the TV tuner card, I was able to get services for 7/177028MHz. No idea why, but I'll take it.
That does leave the EPG issue (#1, below), though. Anybody have any thoughts on what I'm doing wrong in the setup?

So nobody has any advice on why the OTA EPG would not populate?

Did you ever find a solution to this? I haven't been able to find any clear documentation on setting up the EPG in Tvheadend. Ultimately, I'd like to get EPG data in XBMC.
